NARO Policy PositionsPosition statements and policy considerations These position statements and policy considerations are provided so members can review where the organization stands on key policy issues. 1. Energy Security for the United States
2. Environmental Protection
3. Natural Resource Protection
4. Fair Tax Policy
We do not support a Windfall Profits Tax on the oil & gas industry. We strongly oppose legislation that would impose punitive taxes on America's natural gas and oil producers. Such measures would actively discourage domestic energy production precisely when Americans need it most. Energy prices reflect basic market fundamentals - growing global demand outpacing available supply, compounded by ongoing international instability. Rather than addressing these core issues, a Windfall Profits tax would further discourage the very investments needed to increase domestic production and stabilize prices. History has shown that similar tax policies attempted in the past resulted in decreased domestic production, increased foreign oil dependency, and ultimately higher costs for American consumers. When we need to incentivize investment in American energy development, imposing additional taxes would have exactly the opposite effect. Instead of pursuing punitive measures that would harm American energy security, lawmakers should focus on policies that encourage domestic production, streamline permitting processes, and support infrastructure development. These solutions would help increase supply, create American jobs, and provide long-term price stability for consumers. The path to lower energy prices lies in increasing domestic production through sound policy decisions, not in politically motivated tax schemes that would only exacerbate market challenges and harm American energy independence.
